考题 问答题Cultural Attitudes towards Time According to anthropologist Irving Hallowell, there is no evidence that humans have an inborn sense of time. A person’s temporal concepts are probably determined largely by culture. One study showed that infants, after a few days of listening to speech around them, will move their heads and limbs in rhythm with the speech they hear. As children develop, they adapt more fully to their temporal culture. This temporal culture influences language, music, poetry and dance. It also affects relationships. We tend to get along well with people who share our sense of time. One particular cultural attitude towards time is found in polychronic cultures. Some Mediterranean and southwest Asian Cultures are usually placed in this category. Such cultures emphasise relationships among people, flexible timing of appointments, and the careful completion of processes rather than strict schedules. Polychronic people seldom feel that time is being wasted. They tend to consider each activity valuable on its own, not just as part of a larger process. Polychronic people tend to have many projects going on at the same time, and they may shift frequently from one task to another. They change plans often. For polychronic people, work time is not clearly separable from personal time, so business meetings are considered a form of socialising. Monochronic cultures, on the other hand, are oriented towards tasks and schedules. Cultures usually considered monochromic can be found in northern Europe, North America, and some parts of eastern Asia. Monochronic people feel that time is tangible and inflexible and that “time is money.” They do one thing at a time and concentrate on each thing. Time and job commitments are very important to them and they tend to follow plans rigidly. Also, monochromic people clearly separate their work and personal time, and they place a high value on privacy. As you might expect, people from polychronic and monochromic cultures often misunderstand each other because of their different senses of time. For example, because a monochromic culture is highly compartmentalized, monochromic people tend to sequence conversations as well as tasks. They would not, for instance, interrupt a phone call in order to greet another person who just came into the room In contrast, polychronic people are comfortable with having multiple conversations at the same time. They would consider it rude not to greet someone who entered during a phone conversation. Complete the summary below by choosing for each blank no more than three words from the passage. Cultures may have either a 1 or a monochromic conception of time. Cultures with a polychromic view of time follow a 2 timetable. People from polychronic cultures tend to work on severa 3 at the same time. On the other hand, people in 4 perceive events and tasks as being more compartmentalized. In this culture, jobs and even conversations should follow a certain 5 Everything in these cultures seems inflexible, and has its own place and time.

考题 问答题Practice 4 The other kind of bank—the Bank of the United States was simultaneously a commercial bank and a quasi-public central bank. The First Bank of the United States, chartered by the Congress in 1791, owed its existence to Alexander Hamilton who, shortly after becoming Secretary of the Treasury, showed remarkable insight into the financial problems of the young country and the economic implications of banking. The First Bank of the United States operated much like a private bank. But unlike a regular commercial bank, it had the federal government as a partner and number one customer. The Bank served as the fiscal agent for the government, holding government tax receipts, paying government bills, performing various financial housekeeping tasks. In return, the government kept its cash as deposits with the First Bank of the United States, giving it a huge financial base. The First Bank’s federal charter, moreover, allowed it to operate branches in all states, giving it a big competitive edge over regular state-chartered banks, which could operate only in the states that chartered them. Gradually the First Bank of the United States evolved into a sort of banker’s bank, gaining the power to police lesser commercial banks.

考题 问答题Practice 6 If there's a threat of dangerous deflation—a general fall in prices—the causes lie as much in Europe and Japan as in the United States. The inevitable collapse of America's speculative boom need not have been especially damaging if the world's other advanced economies were healthy. Their expanding appetite for imports would have bolstered the United States and so-called emerging market countries, from Brazil to South Korea. The trouble is that other advanced economies aren't healthy. Deflation could emerge from simultaneous slumps in the world's three major economies. Prices drop because there's too little global demand chasing too much global supply—everything from steel to shoes. Japan's ills are well known. Its banks are awash in bad loans. Less understood (at least in the United States) is the fact that Europe's troubles stem significantly from Germany. Germany is Europe's “sick man”, just as Japan is Asia's. Only 15 years ago, these countries seemed poised to assume leadership of the world economy. Now they are dragging it down.

考题 问答题Practice 3 The United States is a federal union of 50 states. The District of Columbia is the seat of the national government. The Constitution outlines the structure of the national government and specifies its powers and activities. Other governmental activities are the responsibilities of the individual states, which have their own constitutions and laws. Within each state are counties, townships, cities and villages, each of which has its own elective government. All government in the United States is “of, by and for the people”. Members of Congress, the President, state officials, and those who govern counties and cities are elected by popular vote. Heads of federal departments are named by the President, and judges are either elected directly by the people or are appointed by elected officials. Voting ballots are unsigned and marked by the voters in private booths so that no one else can find out for whom a citizen is voting. Public officials may be removed from office for failing to perform their duties properly as well as for serious violations of law.

考题 问答题Practice 8 The United States has long been known as a “melting pot”, because many of its people are descended from settlers who came from all over the world to make their homes in the new land. The first immigrants in American history came from England and the Netherlands. Attracted by reports of great economic opportunities and religious and political freedom, immigrants from many other countries flocked to the United States in increasing numbers, reaching a peak in the years 1880—1914. Between 1820 and 1980 the United States admitted almost 50 million immigrants. Some 1,360,000 American Indians, descendants of North America's first inhabitants, now reside in the United States. Most live in the West, but many are in the south and north central areas. Of the more than 300 separate tribes, the largest is the Navaho in the Southwest. Black people were first brought to America from Africa as slaves. Their descendants now make up nearly 12 percent of the population. They once lived mainly in the agricultural South but now are scattered throughout the nation.
