For the first time in history more people live in towns than in the country. In Britain this has had a curious result. While polls show Britons rate“the countryside”alongside the royal family,Shakespeare and the National Health Service(NHS)as what makes them proudest of their country, this has limited political support.
A century ago Octavia Hill launched the National Trust not to rescue stylish houses but to save“the beauty of natural places for everyone forever.”It was specifically to provide city dwellers with spaces for leisure where they could experience“a refreshing air.”Hill’s pressures later led to the creation of national parks and green belts. They don’t make countryside any more, and every year concrete consumes more of it.It needs constant guardianship.
At the next election none of the big parties seem likely to endorse this sentiment. The Conservatives’planning reform explicitly gives rural development priority over conservation, even authorizing“off-plan”building where local people might object. The concept of sustainable development has been defined as profitable.Labour likewise wants to discontinue local planning where councils oppose development. The Liberal Democrats are silent.Only Ukip, sensing its chance, has sided with those pleading for a more considered approach to using green land. Its Campaign to Protect Rural England struck terror into many local Conservative parties.
The sensible place to build new houses, factories and offices is where people are,in cities and towns where infrastructure is in place. The London agents StirlingAckroyd recently identified enough sites for half a million houses in the London area alone, with no intrusion on green belt. What is true of London is even truer of the provinces.
The idea that“housing crisis”equals“concreted meadows”is pure lobby talk. The issue is not the need for more houses but,as always, where to put them.Under lobby pressure,George Osborne favours rural new-build against urban renovation and renewal. He favours out-of-town shopping sites against high streets. This is not a free market but a biased one.Rural towns and villages have grown and will always grow. They do so best where building sticks to their edges and respects their character. We do not ruin urban conservation areas. Why ruin rural ones?
Development should be planned, not let rip. After the Netherlands,Britain is Europe’s most crowded country.Half a century of town and country planning has enabled it to retain an enviable rural coherence, while still permitting low-density urban living. There is no doubt of the alternative—the corrupted landscapes of southern Portugal,Spain or Ireland.Avoiding this rather than promoting it should unite the left and right of the political spectrum.
Which of the following can be inferred from Paragraph 3?

Passage TwoQuestions 26 to 30 are based on the following passage.A few years ago it was fashionable to speak of a generation gap,a division between young people and their elders. Parents complained that children did not show them proper respect and obedience, while children complained that their parents did not understand them at all. What had gone wrong? Why had the generation gap suddenly appeared? Actually, the generation gap has been around for a long time. Many critics argue that it is built into the fabric of our society. One important cause of the generation gap is the opportunity that young people have to choose their own life styles. In more traditional societies, when children grow up,they are expected to live in the same area as their parents,to marry people that their parents know and approve of,and often to continue the family occupation. In our society, young people often travel great distances for their educations, move out of the family home at an early age,marry-or live with-people whom their parents have never met,and choose occupations different from those of their parents. In our upwardly mobile society, parents often expect their children to do better than they did:to find better jobs,to make more money, and to do all the things that they were unable to do. Often, however, the ambitions that parents have for their children are another cause of the division between them. Often, they discover that they have very little in common with each other. Finally, the speed at which changes take place in our society is another cause of the gap between the generations. In a traditional culture, elderly people are valued for their wisdom, but in our society the knowledge of a lifetime may become obsolete overnight. The young and the old seem to live in two very different worlds, separated by different skills and abilities. No doubt, the generation gap will continue to be a feature of American life for some time to come. Its causes are rooted in the freedoms and opportunities of our society, and in the rapid pace at which society changes. The main idea of the first paragraph is that______.A. the generation gap suddenly appearedB. the generation gap is a feature of American lifeC. how people can reduce the generation gapD. many critics argue over the nature of the generation gap

Studies show that social engagement is one of the best predictors of happiness.Yet we associate with each other less than ever.Robert Putnam of Harvard University called this phenomenon"bowling alone";he said that the decline ofprivate associations, particularly churches, had led to an isolation that was making people poorer emotionally. That pattern has accelerated as we swivel toward a more digital society. We live in the richest, most prosperous, freest time in human history. That's a wonderful gift we've all been given. But we've also shed gifts that are ancient and vital:the gift of solid family structure;the gift of common religious commitment;the gift of a culture and heritage of meritocracy(精英教育).No government program can fill those gaps-and every effort to do so ends with the exacerbation of precisely the failures govemment programs are designed to alleviate.

第三篇The State of Marriage TodayIs there something seriously wrong with marriage today?During the past 50 years, the rate of divorce in the United States has exploded:almost 50% of marriages end in divorce now,and the evidence suggests it is going to get worse. If this trend continues,it will lead to the breakup of the family, according to a spokesper- son for the National Family Association. Some futurists predict that in 100 years, the average American will marry at least four times ,and extramarital(婚外的)affairs will be even more common than they are now.But what are the reasons for this ,and is the picture really so gloomy(阴暗的)?The answer to the first question is really quite simple:marriage is no longer the necessity it once was.The institution of marriage has been based for years partly on economic need.Women used to be economically dependent on their husbands一as they usually didn't have jobs outside the home. But with the rising number of women in well- paying jobs, this is no longer the case,so they don't feel that they need to stay in a failing marriage. In answer to the second question , the outlook may not be as pessimistic(悲观的)as it seems. While the rate of divorce has risen;the rate of couples marrying has never actually fallen very much,so marriage is stillquite popular. In addition to this, many couples now simply live together and don't bother to marry. These couples are effectively married, but they do not appear in either the marriage or divorce statistics. In fact, more than 50%of first marriages survive. So is marriage really an outdated institution? The fact that most people still get married indicates that it isn't. And it is also true that married couples have a healthier life than single people:they suffer less from stress and its consequences, such as heart problems, and married men generally consider themselves more contented than their single counterparts. Perhaps the key is to find out what makes a successful marriage and apply it to all of our relationships!Which of the following about marriage is NOT mentioned in the passage?A:It is important to discover what makes a marriage successful.B:Marriage has long been partly an economic need.C:It is a fact that most people choose to get married.D:Many people went abroad after divorce.

1.Is there something seriously wrong with marriage today?During the past 50 years, the rate of divorce in the United States has exploded:almost 50%of marriages end in divorce now,and the evidence suggests it is going to get worse. If this trend continues,it will lead to the breakup of the family, according to a spokesperson for the National Family Association. Some futurists predict that in 100 years, the average American will marry at least four times, and extramarital(婚外的)affairs will be even more common than they are now.2.But what are the reasons for this, and is the picture really so gloomy? The answer to the first question is really quite simple:marriage is no longer the necessity it once was.The institution of marriage has been based for years partly on economic need.Women used to be economically dependent on their husbands. But with the rising number of women in well-paying jobs, this is no ionger the case.So they don't feel that they need to stay in a failing marriage.3.In answer to the second question, the outlook may not be as pessimistic as it seems. While the rate of divorce has risen, the rate of couples marrying has never actually fallen very much,so marriage is still quite popular. In addition to this, many couples now simply live together and don't bother to marry. These couples are effectively married, but they do not appear in either the marriage or divorce statistics. In fact, more than 50% of first marriages survive.4.So is marriage really an outdated institution? The fact that most people still get married mndicates that it isn't. The Industrial Age and EmploymentThe industrial age has been the only period of human history in which most people's work has taken the form of jobs. The industrial age may now be coming to an end,and some of the changes in work patterns which it brought about may have to be reversed. This seems a daunting(大胆的)thought. But, in fact, it could offer the prospect of a better future for work.Universal employment,as its history shows, has not meant economic freedom.Employment became widespread when the enclosures of the 17th and 18th centuries made many people dependent on paid work by depriving(剥夺)them of the use of the land, and thus of the means to provide a living for themselves. Then the factory system destroyed the cottage industries and removed work from people's homes.Later,as transport improved, first by rail and then by road, people commuted(乘车往返)longer distances to their places of employment until, eventually, many people's work lost all connection with their home lives and the places in which they lived.Meanwhile, employment put women at a disadvantage. In pre-industrial times, men and women had shared the productive work of the household and village community. Now it became customary(惯例的)for the husband to go out to paid employment, leaving the unpaid work of the home and family to his wife.Tax and benefit regulations still assume this norm today, and restrict more flexible sharing of work roles between the sexes. It was not only women whose work status suffered. As employment became the dominant form of work, young people and old people were excluded-a problem now, asmore teenagers become frustrated at school and more retired people want to live active lives. All this may now have to change. The time has certainly come to switch some efforts and resources away from the utopian(乌托邦的)goal of creating jobs for all, to the urgent practical task of helping many people to manage without full-time jobs. Employed women of equal qualifications are paid less than men.A:Right B:Wrong C:Not mentioned

问答题Practice 9 Youth unemployment across the world has climbed to a new high and is likely to climb further this year, a United Nations agency said Thursday, while warning of a “lost generation” as more young people give up the search for work. The agency, the International Labor Organization, said in a report that of some 620 million young people ages 15 to 24 in the work force, about 81 million were unemployed at the end of 2009—the highest level in two decades of record-keeping by the organization, which is based in Geneva. “There’s never been an increase of this magnitude — both in terms of the rate and the level — since we’ve been tracking the data,” said Steven Kapsos, an economist with the organization. The agency forecast that the global youth unemployment rate would continue to increase through 2010, to 13.1 percent, as the effects of the economic downturn continue. It should then decline to 12.7 percent in 2011. In some especially strained European countries, including Spain and Britain, many young people have become discouraged and given up the job hunt, it said. The trend will have “significant consequences for young people,” as more and more join the ranks of the already unemployed, it said. That has the potential to create a “‘lost generation’ comprised of young people who have dropped out of the labor market, having lost all hope of being able to work for a decent living.” The report studied the German, British, Spanish and Estonian labor markets and found that Germany had been most successful in bringing down long-term youth unemployment. In Spain and Britain, increases in unemployment were particularly pronounced for those with lower education levels. Data from Eurostat, the European Union’s statistical agency, show Spain had a jobless rate of 40.5 percent in May for people under 25. That was the highest level among the 27 members of the European Union, far greater than the 9.4 percent in Germany in May and 19.7 percent in Britain in March.

Different geographies have nurtured a variety of cultures, each with unique feature and attributes.
