一、ACCA考试注意事项

1.ACCA考前规则:

(1)考生须提前30分钟到达ACCA考试地点,由监考老师对考生进行核查考生本人身份证和ACCA注册号。

(2)考生可以选择在开考前进行网上测试(详见机考中心通知),也可选择开考前1小时到达考点,在机考中心进行测试,熟悉机考流程。

(3)考生在考试开始前15分钟经过监考老师批准方可进入考场。逾时不得再进入考场。

2.进入考场后的规则:

(1)考生进入考场后必须把考试相关书籍材料等放到指定位置,并将手机等通讯设备关闭。考生只允许携带本人身份证、笔以及单功能计算器进入考场,否则一律按作弊处理。

(2)在考试开始之前,监考人员会宣读考场纪律;考生需要在电脑上输入个人信息,监考人员会核对考生的身份;身份核对后,电脑上会显示出3页考试操作指南,考生仔细阅读后,需得到监考人员的允许后才可点击考试科目,开始考试。

(3)考试开始时,题目会直接在屏幕上显示,请直接在电脑上输入答案。

(4)考试结束后,需要打印2份考试成绩通知单,自己保留一份,机考中心保留一份。

(5)机考中心会在考试结束后上传考试成绩,72小时内成绩会上传到考生的MYACCA成绩记录中。

(6)考试费用一旦缴付,如因考生自身原因缺考,作弃权处理,无需考虑退款事宜。

(7)ACCA机考中心保留因不可抗力因素(如网络问题,停电等)调整机考时间或取消考试的权力。

二、ACCA可以取消考试

首先ACCA考试是可以退考的。

在正常报考日期截止日前,学员可以进入myACCA的账户里去修改考试信息,包括退考、更改考场、更改考试科目以及增加报考科目等。ACCA考试科目的退考和修改有四步需要操作:

Step 1

登录到你的myacca账户,进入”Exam Entry”页面中,点击”View/Amend Exam Entry”进入报考更改页面。

Step 2

进入页面后,点击”Amend Exam Entry”进行考试报名更改。

Step 3

更改报考的页面中,会出现初始报名的页面,如需删减考试科目,请将科目的“√”去除;如需增加科目,请直接在需报考的科目后打勾。

Step 4

更改考试报名后,会显示出哪门科目被取消,哪门科目已报考成功,相应的费用也会在此页面中进行调整和更改。点击”Proceed to payment”进入支付页面进行付费。付费指引如同初始报名的指引。

注意事项:取消后的报名费是不可提现的,会返还到您的"MyACCA"账户中,可用于以后的报名缴费。

1 Bailey’s is a large toy manufacturer based in a traditional industrial region. Established in the 1970s, it has faced many changes in the market and survived. This has been due in part to employing a largely unskilled low paid staff,and maintaining its main advantage, that of low production costs based on low pay. been with the company for some time, there has been a high level of employee turnover.

However, an unhappy atmosphere has been apparent for some time. There has been a number of instances ofarguments between the staff, friction between different departments, disturbance, low morale, poor production and general unrest, made worse recently by a decline in business which may lead to staff reduction and redundancy. Poor pay is leading to family problems that are affecting the commitment and motivation of the employees.

The business was recently sold to the new owner, Rebecca Stonewall. She is concerned that the negative atmosphere she has found will harm the prospects of the business and is determined to address the issues that have become apparent.

She has therefore decided that it is time to take account of opinions and views of the employees in an attempt both to identify the problems and to resolve them. She has appointed external counsellors since she thinks that a programme of individual counselling might be appropriate and is also of the opinion that some form. of different or improved approach to motivation might be the answer to the problems at Bailey’s.

Required:

Liability for reporting on PFI
Independent accountants may be required to report on PFI for many reasons (e.g. to help secure a bank loan). Such forecasts
and projections are inherently unreliable. If the forecast or projection does not materialise, and the client or lenders (or
investors) consequently sustain financial loss, the accountant may face lawsuits claiming financial loss.
Courts in different jurisdictions use various criteria to define the group of persons to whom independent accountants may be
held liable for providing a report on an inaccurate forecast or projection. The most common of these are that an accountant

(i) only (i.e. the client who engaged the independent accountant);
(ii) or whose relationship with the accountant sufficiently approaches privity;

(iv) and to persons who reasonably can be foreseen to rely on the information.
Measures to reduce liability
As significant assumptions will be essential to a reader’s understanding of a financial forecast, the independent accountant
should ensure that they are adequately disclosed and clearly stated to be the management’s responsibility. Hypothetical
assumptions should be clearly distinguished from best estimates.
The introduction to any forecast (and/or report thereon) should include a caveat that the prospective results may not be
attained. Specific and extensive warnings (‘the actual results … will vary’) and disclaimers (‘we do not express an opinion’)
may be effective in protecting an independent accountant sued for inaccuracies in forecasts or projections that they have
reported on.
Any report to a third party should state:
■ for whom it is prepared, who is entitled to rely on it (if anyone) and for what purpose;
■ that the engagement was undertaken in accordance with the engagement terms;
■ the work performed and the findings.
An independent accountant’s report should avoid inappropriate and open-ended wording, for example, ‘we certify …’ and ‘we
obtained all the explanations we considered necessary’.
Engagement terms to report on PFI should include an appropriate liability cap that is reasonable given the specific
circumstances of the engagement.
The independent accountant may be able to obtain indemnity from a client in respect of claims from third parties. Such ‘hold
harmless’ clauses obligate the client to indemnify the independent accountant from third party claims.

(b) State the enquiries you would make of the directors of Mulligan Co to ascertain the adequacy of the

$3 million finance requested for the new production facility. (7 marks)

also costs in order to get the business unit up and running, and enough cash to meet initial working capital requirements.

Who has prepared the forecast? It is important to evaluate the experience and competence of the preparer. If management

based on the anticipated interest rate to be applied to the loan advanced, and included in the total finance requirement.
What is the forecast operating cycle of the new business unit? In particular how long is the work in progress period, and how
much credit will be extended to customers? i.e. when will cash inflows specific to the new business unit be received? More
finance might be required to fund initial working capital shortfalls during the period when work in progress is occurring, and
before cash receipts from customers are received.
Will further raw materials be required? A request has been made for $250,000 for raw materials of timber. Other materials
may need to be purchased, for example, non-timber raw materials, and inventory of other consumables such as nuts and
bolts.
How long will the ‘initial’ inventory of raw material last? What is the planned work in progress time for the new product? More
finance may be needed to avoid a stock out of raw materials.
Construction of the new factory – is there any documentation to support the capital expenditure? For example, architect’s
plans, surveyor’s reports. This will support the accuracy of the finance requested and is an important source of evidence given
the materiality of the premises to the total amount of finance requested.
How likely is it that costs may be subject to inflation before actually being incurred? This could increase the amount of finance
required by several percentage points.
Have quotes been obtained for the new machinery to be purchased?
Purchase of new machinery – will any specific installation costs be incurred? These costs can be significant for large pieces
of capital equipment. Also, enquiries should be made regarding any delivery costs.
The budget does not appear to contain any finance request for overheads such as use of electricity during the construction
period, and hire of installation equipment. Have these overheads been included in the construction cost estimate?
Will staff need to be trained in using the new machinery? If so, any incremental costs should be included in the finance
request.
Advertising and marketing of new product – enquire of Patrick Tiler the methods that will be used to market the new product.
Some types of advertising are more of a cash drain due to their high expense e.g. television advertising is expensive and ‘up
front’ compared to magazine advertising, which is cheap and spread out. As Patrick Tiler is new to Mulligan Co, his forecast
is not based on past experience of this particular business.
LCT Bank will also consider the recoverability of the amount advanced by looking at the cash generating potential of the new
business unit. Enquiries should therefore be made regarding the likely success of the new products, for example:
– Has any market research been carried out to support the commercial viability of the new products?
– Have any contracts with retailers to carry the new products been negotiated?
– How quickly have past products generated a cash inflow?
– Is there a contingency plan in place in case the new products fail to be successful?

(ii) Following on from your answer to (i), evaluate the two purchase proposals, and advise Bill and Ben

which course of action will result in the highest amount of after tax cash being received by the

shareholders if the disposal takes place on 31 March 2006. (4 marks)
